Well, sometimes it can be. P2W doesn't necessarily mean buying a win. Take the Jewelry store for example. If you have the BOSS pass, you know when it is open. Without it, you just have to either wait there or hope it opens when you pull up. The bigger bag pass, well, without it the process of grinding is tedious.

@SUB 2 RealDragontrack0 Jailbreak is definitely not pay to win, it just gives players a slight changes and boost in their gameplay, but when it goes down to using weapons against another person, it’s all based on skill. Yes, the bigger duffel bag makes it easier to grind but it doesn’t mean it’s impossible, just slightly harder. I got the Blackhawk, volt bike, and roadster all in 2 weeks before I purchased any gamepasses.
